
Delivering skills system development in Saudi Arabia

Since July 2025, we have been working with the International Labour Organisation (ILO) to provide technical assistance to the Kingdom of Saudi Arabia.
As part of the Kingdom's Vision 2030, the development of a national skills system predicated on National Occupational Standards (NOS) and demand-driven training has been a priority for the Ministry of Human Resource Development (MHRD) and its Skills and Training Deputyship.
We were approached by the ILO to see if we would be interested in taking part in a capacity-building initiative, and as a result we developed a training programme to develop the understanding of the stakeholder network, when it comes to demand-led skills systems, NOS, and competency-based learning programmes.
Drawing on our experience of working with Governments in the Gulf, we were delighted to work with the Deputyship in Riyadh and travelled to the Kingdom in early November to deliver a series of workshops to the Deputyship, other government stakeholders, SSC's, training providers, and those involved in learning programme delivery.
The programme was a huge success, and the ILO and Ministry congratulated us on the high quality of the programme and the huge interest it had generated. We're really proud to have contributed to the Ministry's effort to move the needle on competence-based training.
